Retain a falsifiable witness and revise the future response policy.
What does this model leave unclaimed?
- Efficiency is criterion-relative, not a universal ranking.
- Fast action is not necessarily effective action.
- No efficiency claim overrides consent, authority, privacy, or safety.
- A move does not count as learning until its consequence is observed and incorporated.
